Drinking water is a direct conduit to many human receptors. Contamination events, be they intentional or not can shock and disrupt elements of the national infrastructure, with many consequences. In an abrupt event of unknown origin, public health officials need to be responsible for the same level of preparedness and risk communication as would be required for a terrorist attack.
